This research project makes a theoretical contribution to the understanding of the relationship between homogenizing global norms and increased heterogeneity of donor organizations in development cooperation. Through comparative research on gender activities in seven very different donor organizations, the project explores how heterogeneous donor organizations translate a homogenizing global norm on gender equality and women’s empowerment.
