Næste skridt på Grønlands vej mod selvstændighed: 'Free Association'?

Grønlands plads indenfor den danske Grundlov bliver mere og mere anstrengt. Grønland afsøger til stadighed mulighederne for større indflydelse på udenrigs-, sikkerheds- og forsvarspolitik. Samtidig blotlægger stormagternes fornyede fokus på Arktis interesseforskelle mellem København og Nuuk og øger behovet for koordination. Og nu er et grønlandsk forfatningsudkast offentliggjort.
I de seneste årtier har diskussionerne i Grønland om landets fremtidige selvstændighed oftere og oftere vendt tilbage til 'free association' som model.
I 1960 opstillede FN's Generalforsamling tre muligheder for afkolonisering: uafhængighed som en suveræn uafhængig stat, integration med en anden uafhængig stat (typisk tidligere kolonimagt) free association med en uafhængig stat (typisk tidligere kolonimagt). Kun fem tidligere kolonier har valgt free association. Det gælder ø-staterne Cook Islands, Marshall Islands, Micronesien, Niue, Palau.
For at forstå, hvad det er for en kurs, Grønland måske er ved at vælge, inviterer DIIS i samarbejde med Ilisimatusarfik/Grønlands Universitet til seminar i Nuuk den 24. maj 2023, for at diskutere:
- nuværende erfaringer fra Stillehavet med free association som model for selvstændighed;
- årsagerne til at free association ikke findes udenfor andre steder (fx. i Nordatlanten);
- folkeretlige problemstillinger, der kan pege på dilemmaer for Grønland i forhold til free association.
Korte udgaver af de akademiske analyser vil findes på uni.gl og diis.dk (på grønlandsk og engelsk) forud for seminaret. Grønlandske politikere, diplomater, ngo'er og intellektuelle er inviteret til at diskutere perspektiverne for Grønland.
