I mange områder af verden har staten kun begrænset kontrol. Her udfordres centralmagtens autoritet af forskellige former for væbnede grupper og ikke-statslige aktører, der udøver kontrol over et område eller dele af en befolkning.

    Myanmar has since June been hit by the worst COVID-19 wave in Southeast Asia. And the reason is predominantly political. The military coup on February 1st has shattered society, broken the healthcare system, and by and large left people to help themselves at high risks. The military hoards both medicine and oxygen for themselves and persecutes healthcare personnel.
